The Humane State Program is a training-based initiative that brings an infusion of comprehensive resources, education and life-saving strategies to an entire state to help improve animal welfare. This three-year program establishes a foundational understanding of core issues and challenges facing law enforcement and the animal shelter/rescue community during year one, then narrows the focus to refine our outreach to address state-specific issues by year three.

A core tenet of the Humane State Program is that we don't expect law enforcement or animal welfare professionals to seek out training and resources -- we bring it directly to their doorstep. We take our teams on the road, traversing the state and holding training sessions in multiple locations on consecutive days, to make learning and collaboration opportunities more easily accessible to both law enforcement and the shelter/rescue community. Our ultimate goal is to develop the infrastructure necessary to empower local communities to create a more Humane State and a more humane society.
